Kommentar/Beschreibung

“Europe will be forged in crisis, and will be the sum of the solutions adopted for those crises” said Jean Monnet, one of the founding fathers of the European project. Indeed, crisis has been a constant feature of the integration process right from the beginning: the empty chair crisis of the 1960s, the oil crisis of the 1970s, the budgetary crisis of the 1980s, failed treaty referenda in the 1990s and 2000s, the Eurozone crisis, the refugee crisis, Brexit and democratic backsliding in the 2010s, the Covid-pandemic and the war in Ukraine in the 2020s. We look at a sample of crises and analyze how they shaped the political development of the EU. We observe that the EU’s policy performance has often failed to live up to promises and expectations, damaging public trust in the efficacy and transparency of the EU. And yet, despite existential threats and heavy criticism, we also observe resilience. Despite Brexit, the EU has not fallen apart. EU leaders regularly managed to agree on strategies for recovery. After record lows in the 2010s, citizens’ support for integration is picking up again. Even right-wing populists have largely lost their taste for disintegration.

The seminar is divided into two parts. The first part deals with theoretical approaches to the study of crisis-coping in the EU. The second part analyzes a sample of recent crises from the Eurozone disaster in the early 2010s to European reactions to the Russian attack on Ukraine in the early 2020s.
